Thats not exactly true Scylla. I only provided letter and it states on website you can provide letter OR transcript
That's true. However we have seen a number of PGWP refusals on this forum because transcripts weren't provided. I suspect this happens in cases where CIC believes the student may not have been full time. This isn't a straight-forward case, so I expect CIC will want to see a transcript.

My program was 2 years but I will finish it in 3
The letter would probably state that
Will that make cic look deeper into my file/case
Yes - it this will most likely cause them to look into your case further. Of course always some small chance they won't. It's really impossible for any of us to say.

Was your study permit only for 2 years?
Yeah it was 2 years
I extended it for 6 months but couldnt finish my courses so now I am graduating in april 2018 but my permit expires in march 2018 so I have to extend my permit then apply for pgwp
But I have been part time for too long
Just want to know what my options are
Does being full time this semester help me or not

If your permit expires march you cannot study after that. You will be out of status. Extended it twice wont look the best in my opinion

What if I have a job offer letter from an employer? Can I attach that with my file and then apply for the work permit?

No - you can't with just a job offer. Your employer needs to obtain an approved LMIA first.

There's a whole bunch of requirements your employer needs to meet for the LMIA. First he needs to advertise the job for at least a month in three different locations that meet the LMIA advertising requirements (this is to prove that no Canadian could be found for the role). Yes - he needs to show what salary he will be paying you (this information also has to appear in the advertisements) - and this salary must be at least the median wage for your occupation in your province (otherwise the LMIA will almost certainly be refused). There are a number of other requirements to the LMIA process - your employer will have to research the process to understand what's involve. Processing of the LMIA application can often take 2-4 months with no guarantee of approval.

You should qualify for an 8 month PGWP provided it's a full time program and at a public college or university.

If it's a 9 month program then you will get a 9 month PGWP.

If you want a 3 year PGWP then you will have to take another 2 year program and complete it as a full time student this time.

Nothing is guaranteed. The PGWP aligns with the length of course you take. If you do 2 year course it should qualify you for a 3 year PGWP, but this is not guaranteed, particularly because of you situation and the fact that you missed the deadline for one before.
