Hi, I am in such a complicated situation and trying to get some help

So I am applying for post-secondary schools for this fall (September) under international students. However, while my family was waiting for permanent residency to come out, our visa expired (I believe mine was study permit while I studied in high school and my parents' were work permit?) and we now have to apply for visa extension.
As far as I know, if international students are applying from their home country, they receive their study permit from the school they're going after they get admitted. But I'm in a situation where I graduated high school in Canada couple years ago and trying to go to university in this fall.
So I would like to know:
1. If it's best to extend study permit or apply for new visitor record (as my parents were planning to) and then expect the university to convert the visitor record to study permit.
2. If I go to university with visitor record, is there any extra cost to obtain study permit (and extra time).
3. As for now, my parents applied mine for study permit but if I get accepted to school for following semester, will there be any other extra cost for other reasons? If there is, I'd love to know those reasons as well.
