We also called yesterday. And the recording does say 14 months, but it also says they are only handling phone calls from Inland, so 14 months is for Inland.
I don't think Mississauga has fully adapted to handling Outland Applications. I did a download and recrunching of the Google Sheet and you can clearly see that they just started handling outland applications in January (1 outland applicant), then it grows month by month until Aug/Sept/Oct, which see a lot more Mississauga VOs for Outland (avg 15 or so), then the numbers shrink again. Very few Outland Mississauga in Nov & Dec 2017. I know the numbers aren't statistically significant on their own but the trends are there.
I don't know if they're slowing the number of applicants they are processing Outland in Mississauga because it turned out to be a huge mess for them. The way I see it, that would be good news because one day they'll say "right, let's just clear out all those Outlands in our box" and we'll all get processed and move on. The down side is it may take awhile
