Am I Eligible for PR?

Hi,
I do want to know the process, eligibility for Canadian PR and my options.Appreciate your comments.

IELTS:
LRWS - 7.5,7,7,7.5
Masters in CS - USA
Approx 3 Years Experience as Web Developer
Dob: 1992, Single

I heard of PNP as an alternate option because my Ielts wasn't > 8,7,7,7. Currently is there any probability of getting PNP for Ontario or some other provinces?

Try improving your IELTS score. if you can get R-8 L - 8.5 S-7.5 W-7.5 your score will increase a lot.

Note that Listening and Speaking are the most important modules. On the CRS Link above play with the IELTS score and see how does your score change. Small change in Listening and Speaking also give you additional points in ADAPTABILITY section. Which means CIC thinks the higher the Listening and Speaking skills you have the better you can adapt in Canada. Keep your Reading and Writing constant and focus on Listening and Speaking.

You are eligible for quebec skilled worker program. Secondly, submit your profile of express entry as there could be chance that draw can come down to 414. Thirdly, choose ontario as destination province which might make you get invitation from ontario. Fouthly, if possible score 8 in listening.

Create EE profile and select PNP options of Ontario/BC/Any other available while creating the profile.
Based on current score, getting federal ITA is difficult for you at the moment.
Keep yourself updated on the PNP programs of Ontario/BC/SK and re-create the profile 2-3 days prior to the PNP programs commence.

Meanwhile re-take IELTS and get atleast 8 in L with keeping atleat 7 in other 3 modules.
This way you will achieve CLB9 and your score will boost greatly. Perhaps by 50 or so score!
