Judicial Review- Respondent ?

I had an immigration hearing on video with a citizenship judge in calgary, even though i live in Toronto. I am now filing for judicial review of the refusal. Who would be the respondent.

Would it be
Immigration, Refugees and Citizenship Canada

in Calgary, or toronto ?

If you don't know the answer to that question you need a lawyer. I imagine it would be the minister himself, but that's not legal advice!
