So here is the procedure: Ottawa is taking about a month or less to return passports, and once you get your passport back, you will receive COPR document with it. 1) telephone landing: new project recently opened to do it over phone and mailing. Only certain people are chosen and being emailed or called.
2) you can do the flagpolling at US/Canada border through car. It's probably the fastest among others, though you get administrative refusal from US official if you don't have US visa. It is just part of the protocol. People often do this.
3) or you can call the CIC call agent to book appointment at regional/local CIC office.
Once COPR is signed, you will get PR card in about 45-60 days. Then and only, it is recommended to leave Canada for travel.
