Parental Sponsorship Quebec-2018

Hello,

I am starting this new thread as I could not find a relevant thread. I am a PR in Ottawa, Ontario since April 2016 and have been living in Ottawa, Ontario since 2008.

I am now planning to move to Gatineau, Quebec. I am wondering if I will be eligible to apply for parental sponsorship in Jan 2018 lottery.

My concerns are :

1) I am moving to Quebec on Jan 1st 2018.
2) I will meet QUEBEC MNI requirement for 2017 but all my income in 2017 were in Ontario and I was also living in Ontario meaning I will probably not have any tax document for Quebec for 2017.
3) Also, I had a newborn baby in Sept 2017, will that change my family member to 3 from 2 for 2017?
4) Will they look at 2017 MNI or 2016 MNI?

Any help will be appreciated.

I think you need 1 completed tax return through Quebec.

Note this part:
Compulsory documents
1 The original of the Financial Capacity Evaluation form, duly completed and signed
2 A copy of all your tax slips (Relevé 1, etc.) from the last income tax year.
3 A copy of your Québec personal income tax return for the last income tax year, including all schedules used, for example: Schedule L, Schedule G, TP-80 (Business or Professional Income and Expenses), etc.
4 A copy of the Notice of Assessment issued by Revenu Québec for the last income tax year

There is no specific requirement though that you must have been living in Quebec for X time before applying. So if you can submit your 2017 tax return asap in 2018, that may give you the required docs through Revenue Quebec. However I'm really not sure on this.

Family members = You + spouse + kids + all parents/dependents being sponsored.
So if you want to sponsor 2 parents, that will be you + spouse + 1 child + 2 parents = family size 5.

Whatever the family size is on date you submit the app, is the family size you need to meet income for in all preceding tax years.

4) Will they look at 2017 MNI or 2016 MNI?

Not known at this time.

That is my understanding of the Quebec rules.

I don't know though if this 1 year would be 2016 or 2017. You would need to talk to others that have gone through Quebec for PNP (I recall seeing some threads over the past few years for Quebec applicants).

I found from revenue quebec, that to get quebec tax documents for 2017, I need to reside in Quebec on Dec 31st 2017 only then I can file Quebec taxes for 2017

On a different note,

lets assume I have done everything right, I still need to worry about getting invitation in Jan 2018, right?

Doing above all those doesn't really guarantee me an invitation, right?

Of course, you still need to be lucky enough get selected of one of the 10,000 lottery spots. If you aren't selected in the lottery, you will need to try again in 2019.

Doubtful there will be more than 1 lottery in 2018. The reason for 2 in 2017 is because the initial lottery was rolled out so badly. If IRCC does it correctly this time, there should only be need for 1.

But yes if they do open it up again, most likely they would just continue picking names from those that already applied to the lottery in January 2018. You wouldn't actually re-apply.

I moved from the US to Quebec through an intra-company transfer sometime back and a portion of my compensation comes from stock grants. These stock grants are taxed both in Quebec and in the US. However, in order to avoid double taxation, Quebec refunds the portion of the tax paid to the US tax. The net result is that I have a somewhat interesting situation:
- My T4 slips show Quebec income + US stock grant income
- My tax return will be deducting the tax paid to the US as foreign tax rebate; effectively making the US stock grant non-Quebec sourced income.

Now, with regards to the parent sponsorship, the T4 slips definitely demonstrate the income needed however, the tax returns might create a more complicated picture. My question is, Is the amount listed on the T4 sufficient? or do the officers nit pick through the tax returns as well?

They will look at line 150 of your Notice of Assessment on your tax return. What does this say?

I see. Thanks for the tip. Unfortunately, I still don't have a Quebec or a federal tax return yet since I moved to Quebec just a few months ago. So am curious to see how the T4 and Notice of assessments works out in my case. An immigration lawyer, I consulted with, thinks that I should go ahead with the lottery anyway since tax and income statements are not asked for until July 2018 or so.

I asked the question in another thread before realizing that there is already one open for Quebec 2018

if I understood correctly, to sponsor your parents the order is:

you put your name in the ballout and pray to be selected by the IRCC, in case you are selected you get an e-mail inviting you to apply for the sponsorship program, and here is my question:

What is the next step for someone residing in Quebec?

After getting the green light from IRCC, should I send my undertaking documents to Quebec and after that I get the CSC I will send my package to the IRCC ? Or Should I apply to the IRCC, wait for their approval (which may take a couple of years ) and later request a CSC from Quebec so my parents can apply for the permanent residency (which wouldn't make sense because in that scenario I've already sent the documents before to the iRCC)? I'm kinda confused on the appropriate order and I would much appreciate if someone have had this experience!

My confusion is because of this line here

You can only submit your undertaking application once you have received confirmation that your sponsorship application is has been approved by the IRCC. (http://www.immigration-quebec.gouv.qc.ca/en/immigrate-settle/family-reunification/apply/index.html)

However, to apply using the IMM008 you need a CSC if you are applying for Quebec no ? how can you get the approval by the IRCC without the CSC ?
