As I can't sponsor my living parents oversea in canada as you said because of the excessive medical condition of contagious (tuberculosis) and can be hazard to public of Canada so left is only my brother .if in other relative option I can sponsor one person regardless of age then why can't it be my brother ?when my parents are not sponsor-able because of this disease.

That's not how the rules work. You can in fact sponsor your parents and they can fix the medical issue by having their TB treated.

It sounds like they've chosen not to have their TB treated. That's their choice. It doesn't mean you can sponsor your brother.

Again, they would both have to be deceased in order for you to be able to sponsor your brother. If your parents are inadmissible - this doesn't mean you can sponsor your brother.

It’s not an “if this situation, then you can do that” situation. If your parents are alive, whether they want to immigrate or not, whether they are medically inadmissible or not or whether that are in jail or not, you won’t be able to sponsor your brother. The progression for sponsorship is parents/grand parents and only if they are deceased you can move to other living relative if you have no other family in Canada.
