When deciding which office to send your application, does CIC go with your home address or mailing address if they are not the same ? thanks

Good question. I would think it's home address. If it was by Mailing address then it could be easily abused. For instance, I could be residing in Ontario, but my mailing address could be in Alberta (some relative). Alberta has much faster processing than Ontario.

Why would using a mailing address of another province (that seems to have faster processing times) constitute an "abuse"? If a province is more efficient, they should be the first to move more application that way. Even as far as the oath is concerned, I wouldn't mind taking a plane and go wherever rather than waiting months and months.
