Returned application - Missing ID

Hi,
My parents application which was sent on October 13rd and Delivered on October 16th from Vancouver was just returned saying:
The photocopies of your identity documents are missing or are illegible.
You have not submitted two identification documents.

We are very confused, because they had included copies of both sides of their PR and their passport. I am wondering if
- They requires 2 copies of passport, first for passport requirement and second as ID?
Or
- They had sent copy of complete passport (including stamp pages and empty pages) and its translation as they were advised by a the translation agency. They also included their expired passport as well as the current one. Could the additional documents be the problem?
Or
- I just found out their passport copies had been stamped as certified by the translation agency. Could it be that the stamp made the copy unacceptable?

I think it is better if you include the following documents:

1- Copy of PR card
2- Copy of confirmation of permanent residence
3- Copy of all the pages of the current and previous passports and translation of stamps
4- Copy of two IDs (examples: health card, provincial identity card, driver's license)

Copy of 2 IDs different than passport is enough. In case your parents don't have driving licenses then send a copy of thier PRs (both sides) and health cards. No need to send stamps, the bio pages are required

The passport counts as the passport according to the checklist. On top of that, they need two pieces of ID. It seems that they only provided one ID (the PR card), but they need a second ID.

You don't need to send the full copy. Also, of course a translation agency, that makes money with translations, would tell you to translate and send the whole passport. It's like asking a car mechanic if your car needs repairs

It's as simple as that: Send TWO pieces of ID on top of the passport.

Possibly your parents' passports expired and that's why the require two pieces of ID.

Obviously (and to no surprise at all), someone didn't get the message there. Thankfully, I tossed in my PR card+health card+passport but that was only because they had mistakenly left the requirement for PR card in the Instruction Manual (since then they removed that requirement from the manual). It kinda starts to make sense why people want to send more documents than CIC ask for.

You're probably asking OP...he said he included both their current and old expired passport. They didn't do anything wrong per the document checklist...

Oops sorry. Yeah I meant the OP. I also didn't see the note that their passports are current. In that case you are right: They did everything right according to the document checklist.

Oh well...might not be a bad idea to get started on another application and have it ready in case they return your original one over some BS reason like that lol

OP, there's really nothing I can say to you other than resend the documents (perhaps with a third piece of ID). I do wonder perhaps if it was a legibility issue (that one of your ID photocopies was hard to read or the picture wasn't clear maybe?)...just to be safe, maybe make color photocopies of the IDs in your next application and send it back. You can send them the application and physical presence calculator as-is. You don't need to change the date or re-sign them because they're still valid (up to 3 months since your original signing date in fact).

Oh, and make sure to include a cover letter + the stupid letter they sent you as well. I'm certain that will be the end of this issue.

They actually don't have any other photo ID. Their health card does not have a photo, and they don't have driver's license. They can apply for government IDs, but based on the requirements, I don't see why their application was returned. Their passport is current, they included an older passport which covers the time they have been PR, but there is a gap of 2 months in the beginning of their eligibility period, which we explained in the question. So the passports cover from Dec 2012 up to current. Could it be that the passport biography page had a certified stamp on it?

Seems like indivitual officer's law is ruling!! I'm sure and time will tell us that some applicants will reicieve AORs eventhough they submitted just 1 ID plus passport.

Only one ID is required to have s photo not both, if I remember well.

Whatever this translation agency is, you should not use them again. They are trying to rip you off.

Also as pointed out: You did nothing wrong, the officer made the mistake here. But just to be safe I would resend it with a second piece of ID. I don't think a government ID takes very long (maybe 2-3 weeks).
