Did not request FBI Police Certificates as soon as getting ITA, what are my chances? Should I not?

Hello once again Dear Community,

My deadline to submit all my paperwork after receiving my ITA is aproaching soon (Nov 1). I have all my paperwork except the Police Certificate from the FBI.

After reviewing this page: http://www.cic.gc.ca/english/resources/tools/perm/express/intake-complete.asp
Under the section "Mandatory Documents for all applicants" > "Police Certificates", it says "Exceptional Circumstances" IRCC may consider proof of having requested police certificate IF the candidate shows it applied for it as soon as possible after receiving the ITA.

When I received my ITA, I was switching jobs, leaving the US, and moving back to my home country, and spent some time visiting some family I had not seen for many years. Sadly I do not think these are good excuses.
When I got home I began the process for my country police records and I do have that, it wasn't until later that I realized I also needed for every country I spent over 6 months.

Since paying for the application is a fairly large sum, should I not apply anymore? or do I have a chance, because I am really hoping to become a resident of Canada.

If I don't have a chance anymore, what are my options, could I reapply? when can I reapply?

You can apply with an LOE but I think they will reject the application as being incomplete and discard the LOE because you didn't apply for the PCC right after you got the ITA.

You may also get them to accept your LOE but chances are thin in my opinion.

If you decline this ITA and fall back to the pool (while applying for the PCC simultaneously) you will have your application processed much quicker than fiddling with the LOE and waiting on CIC's response.
They are notoriously slow to respond on any additional requests and any such things delay all application significantly as well.

Once you decline your ITA, your profile goes back to pool and automatically enters for next draw.

If you have 450 points you stand a pretty good chance at the moment to get another ITA. Recent draws are mostly between 430 and 440. But it's up to you whether or not to withdraw.

Thank you ContactFront. After reading a bit more your suggestion does seem like the best option. The profile goes into the pool, and declining an invitation supposedly has no negative effect on whether you get an ITA or not, and draws happen twice a month. I just wish I would have done this sooner!
Thanks again, and fingers crossed to receive an ITA. I will make sure to be ready by then.
