I kinda disagree with your whole analysis ...no one here is saying that the scores wouldnt go below 400...they might but if they continue drawing 4000 people every 2 weeks then they might not even have a pool of people to draw in 12 months time ...moreover my take is that the 1st 6 months of 2017 saw the scores being dependant on the no of ITA's issued however since June changes , CRS score is driving the number of ITA's to be issued ...how else would you explain 2 draws in 2 months in June & July & shooting the scores from 413 to 449 . As for them exhausting their quota for the year , if they really had exhausted their quota then they wouldnt have come out with 3 draws in August...Had they Come out with 2 draws of 4000 each in Aug it would have lead to an ITA to 8000 people in a month whereas coming out with 3 draws in a month with 2700 odd people also translates into the same number of ITA's in august but the score drop was controlled . I still feel they are stalling the no of ITA's because they want the scores to go down but not that drastically as they might want the bottom cutoff for 2018 to be around CRS of 350-375 which is only possible if scores remain around 425-430 at year end 2017.
For a person like me following express entry since its inception talking on facts rather then putting out some pointless things.

The things which you have said might be your opinion but your opinion should back some knowledge or logic also for people to believe.

First of all the thing which you have said that if they draw 4000 every 2 weeks the pool will be finished in 12 months. LOL

They were doing 3500-3800 draws regularly for 6 months and even 3 draws in april in 14 days of around 3800 people on avg. The pool is so dynamic thousands of people come in so quick that in 2015 express entry report around 60K people were in the pool and till now there are and will always be 55-60K people will remain in the pool on avg.

As far as you complaining that they could have done 4000 ITAs in 2 draws rather then 2700 in 3 draws so the fact of the matter is if you have read 2016 express entry yr end report it is clearly mentioned that 750 ITAs were issued between april 2016 to september 2016 because of workload management and whenever there will be pressure of workload the number of ITAs will get reduced because CIC cant compromise with their 6 month processing standard.

First of all 4000 ITAs at one time creates more workload and inviting in small bunch make sures that scores wont go that up and the workload can also get managed.

CIC dont care about the scores because if everyone stops improving their scores and new people dont come in the pool CIC will still draw they will not stop it.

It all depends on workload and on quota because they have given huge number of ITAs so now with the next quota coming up and there will still be lots of pending people to clear they have to plan ahead they cant just go without planning and let the things happen.

The draws over 3500 may have only been to make up for the slowness earlier in the year from finishing the paper applications. Now that they are all finished, I believe that the size of the draw will be more consistent. We have already seen that around 2700 is what CIC believes will finish the current quota. In 2018, or whenever they start drawing with 2018 in mind, I think there will be an adjustment, but after that it will stay steady again.
Strongly disagree qouta is for landing PRs not for ITAs so where the point of make up comes here in the past they reduced the number of ITAs to make up for paper applicants because at that time express entry were filling only 50% of their landing quota and from 2017 express entry is the main driver for economic immigrants landing so where does make up comes in between.

Suppose for example their quota was 100K landings for economic immigrants in 2016 that time 50K would have come from express entry and 50K were paper applicants from the past to clear the backlog, so eventually they filled up their quota.

From 2017 for example 100K quota of economic immigrants landings are there these 100K will come from express entry so where does the make up situation come up here?

And you can google about 2018 quota the minister clearly said that 2017 is a benchmark for future immigration target and it will only increase gradually from here because some agencies in canada want immigration quota to rise from 300K to 350-400K in next yr.

So even if they dont increase there quota suppose for example if it is still 100K landing quota for economic immigrants then they will have to replicate what they did in 2017 because if they keep on doing 2500-2700 ITA draws they will not be able to fill up their quota.

ITAs goes down because of workload as they cant set a specific number of ITAs so at some point ITAs will remain high number in months which are more productive then after some time they have to reduce the number

French, as well as any PNP opportunity, and any job offer (preferably with LMIA, but even without it, at least a year of Canadian work experience will increase CRS)
Will they actually give work permits for positions without LMIA? Not our case, but wondered about yours.

Which northern provinces have lots of job opportunities?
"From the settling in canada forum I noticed a lot of northern states have lots of job opportunities"
I was talking about the "Settling in Canada" section of the forum which I occasionally check out. People who couldn't find jobs and reached a near desperation point were recommended to head there (inc northern alberta, northern saskatchewan). The further north you go the fewer people are willing to be as it gets harder to live.

Under NAFTA, citizens of the US and Mexico don't need LMIA. So any Canadian company could get a temporary work permit for us Americans without LMIA:
http://www.cic.gc.ca/english/work/special-business.asp

These are the broad categories of jobs exempt from LMIA:
International Agreements (NAFTA, GATS, Canada-Columbia FTA, Canada-Peru FTA)
Entrepreneurs/Self-Employed Candidates
Intra-Company Transferees
International Exchange Programs
Spouse and Dependents Of Foreign Workers
French-Speaking Skilled Workers
Religous Workers
Academics
Provincial LMIA Exemptions

Ah, do you mean the northern parts of the southern provinces? That would make more sense. The northern provinces are Northwest Territories, Nunavut, and Yukon - very rural areas with very few people, mostly aborigines, and very cold and snowy. IMO, nice, peaceful places to vacation, but not to find jobs for us skilled office workers.

Yes I realized I didn't make myself clear. Most people focus on Ontario. Regardless, I'm sure there could be some jobs for people with specific skills who could manage living through the cold if they exist on this forum (I would never be able to for example, I'd be too depressed). I guess it all boils down to landing at least somewhere and anywhere as a start.

Of course, if our president decides again that he wants to try pulling us out of NAFTA, we might need to get LMIA even for temporary jobs, but at least for now, NAFTA is still in place. o_O

Ontario does seem to have the most jobs, especially in the south (greater Toronto area), but yes, the more flexible we are about geographic location, the better our chances of finding jobs. I do prefer the cold to the heat, but I wouldn't be employable in those northern provinces of Canada, where I think the only jobs are really for farmers, oil riggers, hunters, fishermen, ...?

Just realized what your handle was LOL! We're following all the news there closely. My brother is still intent on immigrating to the US someday even though everyone's trying to convince him to consider Canada instead (He and his wife are both phd holders with his wife being in agriculture)
