PR but accompanying husband can't fly

Hi, asking for a friend..

She's eligible and preparing to apply to a PNP then express entry, however her accompanying husband cannot fly out of their origin country before 3 years as he works in the arm

She can add him as non-accompanying and sponsor him later on.
Thanks! just to clarify a couple of points..

1- Her husband can't even submit his passport until the 3 years are over. Is that a problem while her immigration process?

2- What will he need to provide when she sponsors him later? funds? language assessment exam? or just medical and police certificate?

1 - If he's non-accompanying he does not need to submit his passport but he still has to provide medicals and PCC.

2 - I only provide advice on EE, i'm no expert on sponsorship. All I can say is that the process takes up to 12 months.
