Definitely apply for the FBI PCC - you're at 6 months.
Accept the ITA, and put in the request for the FBI PCC if you haven't already done so, BUT...
...don't submit your eAPR with the documentation showing you've applied for the FBI PCC until the day before your ITA expires (i.e. the day before the deadline to submit your eAPR). IRCC only accepts the documentation showing you applied for an FBI PCC in lieu of the actual PCC because they realize how long it takes to get it from the FBI, and they're trying to be accommodating. But you have to prove that you gave it your best effort to get the PCC before applying. "Best effort" includes waiting the full 3 months that you are accorded to submit your eAPR before actually submitting it...
The documentation you provide as proof should include:
- a copy of the application, and fingerprinting card you sent the FBI
- copy of FedEx receipt (or receipt from whatever service you use to mail off your application)
- print out of FedEx tracking report showing delivery
- print out of FBI charge to credit card
- anything else you can think of to show IRCC that you have genuinely applied for the FBI PCC
