Hello members, my application was returned due to incomplete profile. They had asked me to upload IELTS test results which i had still i received such a response. They have mentioned that the fee will be refunded but that is secondary. It is mentioned that i can apply again from MYCIC account. How can i do that? Do i have to apply for a new ITA? Please guide and how long will the refund me processed?

So you originally submitted your ielts but they still cancelled ?
And yes, cancelled applications must create new profile and wait fir a new ITA, unless it was a mistake, in that case you are free to submit a CSE with proof. If you however have enough points and think you will recieve ITA in the next few rounds then that might be quicker.

Thank you sir for your response. I had submitted a scanned black and white copy which they asked me to replace which i replaced with colour scanned copy. Still they returned my profile. What is a CSE and where will i get a proof that i uploaded files? My score is 478. What do u suggest? I am totally confused. I cannot afford to loose this opportunity
CSE is case specific enquiry.
Ok given your score, my honest advice is to just submit a new one and save your self the time and hassle. They will refund you, not sure how many weeks, but if you can afford applying while they do that, go for it. Kindly refer to sticky threads with detailed guidelines to avoid such technical mistakes.

Under express entry there is no placeholder to upload IELTS result.You just need to mention the certificate number in the e -application. There must be some discrepancy which you need to find out. The IELTS is valid for 2 years

I assume the message you got is same as this, which also states that you can, and info you used before will still be there for 60 days, saving you time as you can simply use same info again
New Express Entry profile
If you still want to come to Canada as a skilled immigrant, you must submit a new Express Entry profile through your MyCIC account. If you choose to submit a new Express Entry profile, you must make sure your documents are valid on:
- the date you submit your new Express Entry profile,
- the date you submit your application for permanent residence, if you are invited to apply.
Documents where validity is important are:
- Upfront medical report: Valid for 12 months from the date of the medical assessment.
- Education Credential Assessment: Must be no more than five years old and issued on or after the date of designation.
- Language test results: Must be no more than two years old.
- Offer of arranged employment (includes Labour Market Impact Assessment (LMIA) and letter of employment offer): LMIAs are valid for 6 months from the date of issue. Your letter of employment must demonstrate you have a current offer of employment.
The information you submitted as part of your original Express Entry profile will remain in your MyCIC account for 60 calendar days from the date of this letter. This information can be used to submit a new Express Entry profile.

I am not sure as i never faced the same issue. Check your profile see if there is cancel button for the old rejected application and if that then shows you a button to create a new profile like when you first opened your account
Other applicants in the past have also reported that their applications were cancelled for being incomplete because they didn't include their IELTS certificate.
Brother you are better off applying with a new profile you'll probably get an invite in the very next draw with that kind of score and most Importantly applications now days are dealt within a very short span of time when compared to the time you first applied, I bet you will receive the ppr earlier than the you would have had with your cancelled application !
