Just got off the phone with CIC because we still can't link our application. But because I'm not authorized (I'm the Sponsor) she couldn't help me. So my spouse has to fill out the IMM5476 Use of Representative form, mail that to me so I can sign it then I'll upload it using the web form. In the meantime, she suggested putting the state as the city instead of the actual city where the PA was born with the country. Not sure if that will work since the application form doesn't ask for the state but hey, it's another set of combinations I can try! My spouse doesn't come back to Canada for another 10 days so that's 50 more tries before he can call them and see if they'll provide more information. One of those 50 is sure to work, right?
Any other suggestions are appreciated - we've tried so many different ways and no luck as of yet.

Have you tried the following steps?

Use PA's Account
Permanent Resident --> Family Class (Spouses)
Choose = Family Name, Given Name, Birth Date
Enter PA's Family Name, Given Name, Birth Date (I copy pasted Family and Given Names from the application file - not sure if that made any difference)
DO NOT put anything for city and country of birth (leave it BLANK)
Enter accurate Passport Information as it is on you application (I copy pasted the Passport Number - not sure if that made any difference)
Enter Province and City where PA intends to live (Enter as it is in your application)
Marital Status = Married
# of applicants = 2 (PA + Sponsor)

This is what worked for me. Hope it does for you too!

I have no idea how IRCC people check our files. I got my application back today and when I see the letter it says to submit the copy of your PR. though I have submitted the color copy of my PR and these guys misplaced it, and now they sent back the application because of their own fault.

they told me missing IMM0008..this form was in the file...completely filled, I got the form checked by lawyer, he too din't find any info missing...don't know what are they upto.

Make sure you are reading the message that comes up properly. I was trying to link applications and was not reading it properly and in fact it said that they found a file and to then to click 'link application'. The message format is similar to a file not being able to link but much shorter.

I wasn't reading the message properly, but eventually paid attention and was able to link it.

Hi everyone, I'm still waiting for my AOR1 and I'm trying to call CIC to ask about my application since they've sent me a text message that they received it on June 22.

I tried calling the 1-888-242-2100 and following what others have said 2-1-1-0 with the selections, but I couldn't get through to an operator and it keeps telling me that it's not a valid selection (for the 0 selection).

Could you guys please tell me what I can do to get through to the operator, seeing that some of you could speak with one and have them tell you the date of the application they work on?

I have not yet received my file, I think it is lost in transit. They returned the file on 18th july.

There is no other reason mentioned in the letter. they only asked for the copy of the PR which they have misplaced it. If you have not received your file yet then call them and ask at what address they delivered. if you are living in Ottawa the delivery time takes 2 days and for national it takes 4-5 working days for international delivery it may takes up to 2 weeks. If you don't get any satisfactory response then try to call at 613 944 4000. this number is Ottawa case processing center number, though I never called them but I believe they might help you, but you need to have complete information handy with you when you call.

Got email (sponsor) that file transferred to NDVO for further processing. So new passport photos went thru
