What happens when valid PR Card is lost and the person is outside canada?

Apply for a PR Travel Document to return to Canada. Then once you've returned to Canada, apply for a replacement PR card.

Do you meet the PR residency obligation?

I am asking for my relative and he got his PR card renewed in 2016 lived there for few months and then came back . He has misplaced his documents that include PR card and other id like health card and driving licence
