Apply close WP (LMIA Exemption) with different Employer

Hi everyone,
May I have your advice on my situation.
I was nominated by province and my PR under processing. Unfortunately, I am out of status and my current employer doesn't want to take risk to apply for LMIA Exemption code. As I have supportive letter from province and my PNP letter has Employment Restriction with NO.
May I ask if I can look for another job and use PNP letter to apply for closed WP with LMIA Exemption?

you dnt need lmo..you can apply work permit with Pnp
