It basically says that you have no crimes until the date the certificate is issued. So it covers your entire history in the UAE until it's issued.so how does IRCC treat it? they require PCC for the entire duration of the stay isn't it?
Plenty of countries don't, though. IRCC have their guidelines but they are not omnipotent by any means to determine how other countries issue their standard police clearance certificates, and they understand this (I'm sure). My husband's says:
"This is to certify that the bearer of this certificate whose photo and description are shown above ,has no previous convictions as to the date of issuance of this certificate."

Dear ankitptrivedi,I got PCC from UAE recently in May. It has date mentioned and they've also mentioned that this is valid for 6 months. But it won't expire as long as I don't visit UAE again.
