After IP 1 is complete, first our eligibility is determined, i.e education and employment (IMO), then comes criminality (PCCs, travel history etc.) and lastly Security (CSIS, Interpol etc. verifications). this is as i have understood from various threads here and mostly from
@legalfalcon 's very detailed and useful anatomy of application.
I am intrigued by this also, because it means when his company was called his eligibility was being checked, hence in a span of 7-8 days they cleared his eligibility, criminality and security, if i am understanding this correctly, so basically to conclude that they can very quickly verify all the above and the time from IP1 to IP2 i.e in NA span nothing happens to our application and it is some sort of waiting period as application is transferred from CIO to LVO?

Lets make a few things clear. This whole trend of IP1---> IP2 is all speculation and i have no idea who started this trend. Most application see the change of status messages from BGC going to IP and then NA and then IP. This trend started in Early 2016 and only used to impact some applications. Now most application see it, but I do not see it as a trend, as its is just speculation and some GCMS notes seem to say absolutely contrary to what a lot of people have been saying.
Now lets come to the facts.
Usually IRCC is overwhelmed with applications, but this time there has been a gap as the new draw hasn't taken place so there is a breathing rom and the refugee claims have gone down. This is why the EE applications are being processed much faster. Most within 5 -6 months.
The fastest I have seen an application being processed is 25 days. And it is possible to have the eligibility, criminality and security cleared within a week. Nothing unusual, but not the norm.
In the post there is not much details about the AoR, LVO, so difficult to say anything more.
But this is the sequence:
1. R10
-----Criminality and Medicals are done immediately after the R10. While meds are cleared by Health Canada, Criminality is passed based on the PCCs at the CIO.
2. Eligibility - In two stages - Program analyst and then the final review by the agent.
3. Security - The security starts immediately after the eligibility is recommended passed. So if the applicant is outland, by the time the application is transferred to LVO, the security is done, given that there is no travel history, government jobs and other factors which may delay the process.
This is how the application may be approved within a month.
