This is exactly the reason why CRS score will not go below 400. Cic has full control over the cut-off score, all they have to do is let the pool fill up (just like they're doing now) and the threshold will automatically go up.
I read how a lot people worry and hope that the score will go below 400. Why not being proactive and instead of waiting for the score to go down why not do something for your personal score to go up? Retaking the IELTS and getting to CLB9 is the quickest way to get a full-boost of points.
2 years ago, I was miserably sitting at 346 points, I decided to start taking French classes and work on my IELTS. Today because I was able to achieve IELTS CLB9 and TEF B2. I received an enormous boost of points that accrued me a total of 432 points. Today I am little less anxious and just hoping that I will receive ITA.
My point is that don't expect everything to land on your lap. For your information I had to take the IELTS 4 ti
The reason for the EE and Canada's immigration policy is that they realise the importance of having a larger population for a healthy independant self sustaining economy in the long run (100 years)...that was the reason why America advanced...most of the provinces have a mere less than20 population density whereas India,a country less rich in natuaral resources has a density above 600...domestic consumption driven economy becomes more relevant and they realise that to make use of the natural resources and develop their economy to a contender for the top spot in the decades to come,they need people...initially they will emphasis on highly skilled but in the long run they will take people who can contribute to their economy one way or other...and so,going forward surely the cut off requirement will come down...and Canada has a deterrent in the climate...also the higher taxes and lower wages compared with AUS and many other countries will always keep a check on the flow of applications as well...that way aspirants will have real chance..
However if the present government changes and new one comes in power and takes a policy review and back tracks and decide they don't want their economy's prospects to depend on expat community,then there could be a reversal in trend..
A bill is expected to be introduced soon as I read from the PMs FB page,to smoothen the process of issuing citizenship and reduce the residency requirement for granting of citizenship..
The reason for the immigration policy is long term economic growth of the country and unless there's a public sentiment against it and in turn policy reversal,more people will be allowed in..
300000per year over 20 years will only mean less than a crore ppl...the state i come from,in India named Kerala is 1/500th of Canada in size and has a total population of 40million ppl...yes 40....
so,it is economics they believe and unless there's something changes that or forces to overlook that benefit,their policy is likely to continue at least for few more years...

How many of the landed immigrants goes back to depend state welfare will be the major reason four - five years later and if they find the net contribution is positive there's no reason to reverse..
this is only my opinion and I'm not an economist...my views may be incorrect too...
