I did a little bit of statistics for Vienna office. Vienna is responsible for residents of Afghanestan. There are only 5 people left there from 2016 from the forum. This is while the normal processing time for Afghanestan is 22 months for applications before 7 Dec 2016 from IRCC website.

1) Sziszike June (recently got request for payment of right of PR and it seems he/she is close to PPR)
2) Lebron_J 19 July (got request for some documents recently)
3) Redstar001 3 Nov
4) htman 10 Nov
5) awse1 ?

It doesn't seem anyone is stuck there for security screening as Sziszike and Lebron are still getting request for docuements and it seems their application is getting closer to decision made with request for payment of the right of PR fee, etc.

Milac from Vienna was from 5 April and got visa 28 April (# lets hope 13 months will work for us too#).

My security screening is 7.5 months today. What I am wondering about is why Ankara security screening is the longest between all the visa offices? Don't they use CSIS and similar agencies like any other VO?! It is June 7th and still quite :( At least it is better for Ankara to update the normal processing time for those who applied before 7 Dec 2016 with a more realistic time frame. Every other VO has sticked into its normal processing time to process the applications based on this forum and is even working a lot faster than that.

I am thinking we should write a letter to the minister of immigration about this issue and comparisons of the visa offices around the world and how they sticked into their normal processing time and are working even a lot faster.

Ladies we definitely have to do something. This is absolutely not fair. I think we have to write a letter to Minister of Immigration and call Ottawa for appointments. Security checks can not be taking so long with current technology we have.Enough feeding us this information.

Just for your information you can check out the PPR statistics from IRCC, it's updated up until April 2017. You can view it by country of citizenship and by category.

Hi. Thank you the government open data site has good data

The file Canada- Admission of PR by immigration category shows there were total of 296,335 PRs in 2016 and 97,905 PRs Jan-April 2017 from all categories. Out of these there were 56,775 spouse/partner PRs in 2016 and 22,470 spouse/partner PRs in 2017 so far. (17,040 parent/gp PRs in 2016 and 7150 p/gp PRs in 2017).

The file Canada-Admission of PR by country of citizenship shows there were total 6485 PRs for Iranians in 2016 under all categories and 1830 PRs for Iranians in 2017 (260 Jan, 390 Feb, 755 March, 425 April)

Canada - Express Entry Candidates by Province/Territory of Intended Destination, Invitation Category and Country of Citizenship shows there were total of 320 Iranians in Express entry in 2016 and 155 Iranians in 2017.

The file Permanent and temporary resident applications overview shows total PR applications for spouse/partner/children overseas were 47,337 and processing time was 16 months. 16 is probably an average between all visa offices normal processing time.

There is no other category shown by citizenship. So no exact idea about how many Iranians under parent/gp PRs, investment PRs, etc.

But if I deduct express entry from total it gives 6165 Iranians in 2016 and 1675 Iranians in 2017. As there is not many Iranian refugees even if you consider 60% can be for outland spouse PR that makes it 0.6*1675 = 1005 Iranians in 2017.

I sent a request to statistique-statistics@cic.gc.ca for a custom IRCC data for total Iranians outland spouse/partner PRs and they replied that they are assessing my request and will get back to me within the next 20 business days.

The number of total Azerbaijanis, Georgians, Turkamanestan are negligible and even Turkish and Jordan are not that many (total of 325 PRs for Turkish by all categories in 2017 and 225 for Jordan). We Iranians are keeping the Ankara VO busy ;). And 30 of us waiting are definitely less than 20% of the total applicants and the CIC website says “we’ve committed to processing most (80 %) of the applications by end of Dec 2017. We process the applications in the order we get them”. So basically no deadline for our applications :(.

I just had a Iranian couple walk in to my store and they looked pretty fresh from Iran, so we talked and I asked, are you new here, the girl said ; I have been in Canada for only one year and I have been married for 8 months and she said she sponsored he husband on November 2016 and he landed in April so he had to wait only 4.5 months and me and you guy's who have been here for 23 years and worked either as professionals or business owners and we are paying hell a lots of taxes all these years , we have to wait more than a year still not knowing what is going to happen to us and this kind of people who are fresh from the boat are already here. Don't get me wrong , I am happy for them but in a same time so pissed off and angry , I can't believe this

I've seen many couples as well. Unfortunately we fall into less than 20% of applications with no deadline :(. Also I heard from someone that it is taking even more for citizen sponsors that PR sponsors (I am not sure how true this is). But the sad thing basically is the less you are stable in Canada the faster you can bring your spouse in. If sponsor is here under study permit they bring spouse in with a visitor visa and it takes max 40 days and after couple of months they get dependent open work permit.
The first week of June also ended and we have to wait for Monday (June 12th) and another week ahead.

Re: request for family support for Canadian Citizen sponsors waiting for outland spouse sponsorship more than a year (example Ankara office more than 1.5 times normal processing time, more than 15 months since Feb 2016)


Dear The Right Honorable Justin Trudeau, Prime Minister,

We are more than 30 educated and professional Canadian Citizens/PRs (mostly women and mostly Iranians) sponsoring our spouses to come to Canada under the family sponsorship program to start our family life. The citizens/residents of Turkey, Iran, Georgia, Azerbaijan, Jordan are assigned to the Canadian visa office in Ankara, Turkey. The normal processing time as mentioned on the Immigration, Refugee, Citizenship Canada website is 8 months for Iran. We all have passed the normal processing time and our spouse applications have been in background check/security screening for 7-8 months despite the fact that they all have passed the criminality and have no criminal records. And our total processing/waiting time is so far more than 1.5 times the normal processing time and more than a year.


The Ankara office and office of the immigration minister confirmed that they conduct background checks by working together with partner agencies such as RCMP, CSIS, CBSA, medical authorities and agencies of foreign governments. Background screening processes are non-discriminatory and universal in their application (although Ankara is the only VO passing the normal processing time based on the statistics). Any delays or requirements that their partner agencies may require in providing input are something over which they have no control. And also it says in the IRCC website that they’ve committed to processing most (80 %) of the applications by end of Dec 2017. We process the applications in the order we get them. So basically no deadline for our applications as we fall out of 80%. And despite all their efforts and announcements to unite families there is no clear horizon in front of any of us as for the time to start our family.

Most of us are working as professionals/business owners in Canada for so many years and we are largely contributing to the Canada success and as single individuals working hard we are contributing large amount (5 digits) of tax to Canada. It took us a lot of years of hard working to reach where we are standing in our career now and got professional designations and work for large Canadian companies. Most of these companies don’t have any branch in the world and are pure Canadian so we have no option to transfer. As young professionals most of us are only entitled to 2-3 weeks of vacations so during the last year we could only be with our spouse for 2-3 weeks in a year. Our spouse does not have any way to come to Canada while waiting for security check to be concluded as visitor visa is hardly granted as well (ideally there should be a spouse supervisa similar to the parent supervisa which was introduced couple of years ago but we leave this matter to the immigration minister's office).

Here we are all asking for some kind of support to be added for families in this situation in the Canadian work system by law. Canada has paternity, maternity, caregiver leave, etc. We want to make sure the sponsor can temporarily take off from work and stay with her/his spouse for 6 months or 1 year (partially paid for couple of months or even without pay) and not losing her/his job and being able to prove to IRCC that he/she can still sponsor her/his spouse financially once they both move to Canada. The requests for this leave to start maximum one year after the sponsorship application and not any longer. This situation has put our family and career life in danger. Currently most companies don’t grant such leave for their employees. Husband and wife need each other as much as a dad and baby do, etc (specially newly married couples). We believe the current system may bring discriminations against Canadians marrying non-Canadians by putting their family and career life at risk and it is specially discrimination against females as they have age limitation to bring babies and expand their family and they cannot even start a family and unite with their spouse for more than a year. This is while they continue to contribute tax for others to be able to use the child benefits, free schools, etc for many years.
