Police Clearance Certificate Period

Hi Friend,

This question is regarding PCC for e-APR. The PCC from my city/country mentions the period (From-To) i.e. the period I lived in that city/country.
I lived in Pakistan from my DoB till September 2009. I came to Canada on September 2009 as student and since then I lived in Canada. First on student permit then on work permit.

From September 2009 till now, I have visited Pakistan three time, each time for a month.

Now for my e-APR, if my PCC from Pakistan mentions that I lived in Pakistan from my DoB till September 2009, is it ok ?

In other words, If I get One PCC from Pakistan from my DoB till September 2009 and get another PCC from Canada from September 2009 till now, Is it OK ?

Do I need PCC for 1 month period I was visiting Pakistan ?

In other words, If I get One PCC from Pakistan from my DoB till September 2009 and get another PCC from Canada from September 2009 till now, Is it OK ? A: Definitely a PCC from Canada is required, but not before IRCC asks you to, but at the same time as mentioned above you need one from Pakistan too, for that you need to request it from the Pakistani embassy near you in Canada.

Do I need PCC for 1 month period I was visiting Pakistan ? A: As mentioned above every time you visit Pakistan you need a fresh PCC that is issued post your last date of stay there.

ok. But I am a little confused regarding the PCC for each of my short visit to Pakistan because , I think, PCC is required for the period if you live in a country 6 or more monthsÉ

You don't require PCC for each visit. You can have one PCC post the last visit, that covers for all the past visits till the date on PCC.

Generally the rule for Non residents is to get the PCC from their Embassy of the country of residence.

Based on the requirement, you need it since you become adult, but if you have it from DoB, it won't be an issue.

If you need a police certificate from a country or territory and:

p.1 are currently living there, or received the police certificate before leaving, the police certificate must be issued within six months before you apply.
p. 2 have lived there in the past, the police certificate must be issued after you last lived in that country or territory.

Lets say, I am working in a foreign country for the last 7 years, but visiting my country of citizenship at least twice a year, having family there, real estate etc. I thought that I could get a PCC while being in my country of origin on vacation... In other words, the country of origin/citizenship and the country of current residence are falling under p.1. Is my understanding wrong? ???

let me see if i can clarify your doubt... as i was confused by your questions itself LOL

OK so PCC is required for EVERY country where you have lived for more than 6 months accumulated, since the age of 18...

Country of residence - That is straight forward, PCC is valid for 6 months (unless stated otherwise in the document. For eg : UAE PCC is only valid for 3 months)
Home country or any other country - PCC Is valid ONLY till the time you visit that place again, let me give an example

I live in UAE, Indian citizen. So as you figured correctly UAE and Indian PCCs both are needed
I applied for UAE PCC from UAE itself, this is valid for 6 months (Actually its only 3, thats what it says on the document)
I applied for Indian PCC from UAE - Indian passport office. This PCC is valid for either 6 months, or TILL the time I visit india again... let me give you example for this

i goto india on vacation, come back on 31st dec 2016.
Applied for India PCC from UAE on 1st Jan 2017.

This PCC is valid till 30th June, 2017... OR till the time I goto india again... lets say for ex i goto India on 10th march, the PCC become invalid and a new PCC is needed.

You need to remember however, once you submit your e-APR and get AOR, after that you are free to travel wherever you go...

It's interesting you mentioned that after receiving AOR the applicant can travel anywhere without having to worry about PCC. Does it mean that during background check, CIC does not cross verify the legitimacy of the PCC by contacting the PCC issuing authority. Or even if they do contact the issuing authority then it is only to ask them if they indeed issued the letter, and not to cross check the facts mentioned in the letter.

So 6 months condition is not applicable here.

    What is still not clear is how are below two conditions are different from each other?
    • 'received the police certificate before leaving'
      OR
      'have lived there in the past'

    My question is isn't the 1st condition same as the 2nd? If no, how are they different?

Yet I am still interested in what kind of implications does "OR received the police certificate before leaving" have...

well condition 1

i leave india on 1st jan, apply for Indian PCC on 2nd jan from UAE
PCC is valid for 6 months (or even indefinitely, it depends on if there is an validity date on the PCC), providing I do not visit india till 30th June.

if say I visit india on 19th march, the old PCC issued on 2nd jan will be void, and once I leave India i will need to apply for Indian PCC again from UAE

i hope that answers the query :) i had this clarified by Raj when I was applying for mine.

of course CIC will verify the legitimacy of the letter... and they will do their own background checks with interpol or whatever govt agencies they have...
background check itself usually takes up 4-5 months out of the normal 6...

the letter itself is pretty vague - my ones says like "there is no adverse information on this person" or something like that...

thats interesting, if you have copied the clause directly from CIC site i'm not 100% sure what it means...

however for you its quite straightforward... your case is almost the same as mine.

Country A - Country of residence
County B - Country of origin

You need to apply for PCC for both Country A and B. And for both countries you need to apply from Country A only...
Usually PCC for country B (Country of origin) is applied from consulate or the passport office...
