Employers are not eligible to make a job offer to a foreign worker under these immigration programs, if they are:

an embassy;
a high commission or consulate in Canada;
on the list of ineligible employers maintained by CIC;
new and have not been in business for a minimum of 1 year; or
hiring workers for jobs located in the province of Quebec.

why would any employer pay $1000 to apply for LMIA and hire a foreign worker?
How would it benefit them?
LMIA for FSW does not cost a single penny..

so when ever the job bank opens employers are free to choose foreign workers? what would be the process for hiring? would they conduct an online interview or anything else/

Yes they can go for a foreign worker but must fulfil the criteria for an LMIA.

Which means employer needs to advertise about the job opening and show that he didn't get a suitable candidate in Canada and would need to hire a foreign worker.

can anyone please tell me
If you want to extend your work permit your employer must apply for an LMIA, not one of the free ones to support an EE application but a full $1000 LMIA.

They will have to advertise the role for 4 weeks, conduct interviews etc and then apply for LMIA, proving they couldn't find a Canadian Citizen or PR to do the job.

I am also confused about this.
Website indicates that employer have to pay $1000; are there any exemption for certain criteria?

Job Offer........
Pre-Assessed..
As the ESDC website says:
- Employers must pay $1,000 for each position requested (e.g. $1,000 x number of positions=total payment) to cover the cost of processing a dual intent LMIA application.
- The processing fee does not apply to employers choosing ONLY to support a foreign national's application for a permanent resident visa.
- The fee also does not apply to higher-skilled positions related to on-farm primary agriculture such as farm managers/supervisors and specialized livestock workers (specifically National Occupational Classification (NOC) codes 8251, 8252, 8253, 8254 and 8256).

http://www.esdc.gc.ca/eng/jobs/foreign_workers/higher_skilled/permanent/index.shtml#tab2

There are no other exemptions.

LMIA for PR purpose is free
LMIA for temp work permit purpose cost $1000

Employer can apply for dual intent: meaning the worker can come to Canada and work under TFW, while PR is under review, thus there is no 6 month time gap between hiring and PR application being approved
