BE Materials Engg.= 3.09/4.00
IELTS= 6.5 (S,W=7 L=6.5 R=5.5)
Intermediate (HSSC)= 77 %
Matriculation (SSC) = 86 %
1 thing more, i graduated in july 2012 and till now i have no work experience.
Seriously need your suggestions.

1. Canadian universities need a 4 year degree/ 16 years of education for admission to their Master degree programs. Usually for applicants from Pakistan, it has to be a Univ. recognized 4 years degree like B.E, and must have a minimum B grade or score minimum 60% in the final 2 years of their studies, to be considered for admission. The CGPA 3.09/4.00 when converted to direct absolute percentage becomes 77.25%, and hence you are very well eligible to apply for Master degree in Engineering in Canadian Universities (provided 3.09 is average in final 2 years). Besides, you have a good academic record. Your only hurdle may be the low IELTS score, where you have scored below 6 in a particular section (5.5 in Reading). You don't need work ex. to study a course based M Eng. in mechanical engineering. You will most probably be asked to submit a SOP by the university.
2. Yes, definitely you can pursue a MEng. in Mechanical engineering, as Materials Science and Metallurgy is closely related to Mechanical engineering. Provided, you should have studied, key topics related to "Fluid Mechanics" in your Bachelor's degree and should have a base in these subjects. The final decision will be with the University department, whether to grant you admission or not. So, to be certain... You MUST immediately visit official university websites, email all universities/ Mechanical engineering departments your detailed profile (including your IELTS score), and ask if you may be eligible to apply for Meng. in Mechanical engineering or not.

3. After you have shortlisted a dozen or so universities, email all of them your profile, and when if you get back postive reply form the universities, you should shortlist atleats 4-6 universities and start the application immeidately, as admsiions for Fall 2013 intake has already begun. You should select universities according to your priorities such as quality and reputation of programme/university, job opportunities in particular province, location (bigger metros or smaller cities), costs and possibilites of gettign PR.
Usually, you need to find a skilled job in MOST provinces and under Federal CEC, for beign eligble to immgirate. If you are considering PR as your main criteria in selcting universities, then you should definitely consider Sasketechwan based universities - Univ. of Sask. and Univ. of Regina, where Master graduates of these universities can apply for direct PNP nomination under Masters & PHD stream. Ontario province has some of the best universities (but often expensive) and also has a similar direct nomination programme for Master degree holders , but it's a pilot programme and limited to only 1000 applicants per year. If you are willing to learn French upto intermediate level (i.e DELF B1), then Quebec is best..as it is best for PR... as MAster degree students with intermediate french knowledge are offered direct Queebc nomination/CSQ for immigrtaion. besides, MC Gill (one of best) and Concordia are two world class English medium universities in Montreal, Queebc. Manitoba (Univ. of Manitoba) also offers comparatively easier immigration for students.
Cost wise, Memorial University, Newfoundland ( has lowest tuiton fees) and also Univ. of Victoria which has comparatievly lower tution fees and both are renowned for their Engineering programmes.
