Transport Occupation draw - 6 months experience???

Hi Seniors,

My friend has a question:

He is a manager in Transport Industry. Can he make an express entry file if he doesn’t have full 1 year of work experience in Canada but has 6 months of continuous full time experience in Canada under teer 0?? He also has some years of work experience back in home country. He meets the requirement criteria of having 6 months exp in canada as per the transport draw condition but will he be eligible to make an express entry application before 1 year of work experience?? Will his file go in FSW category if he doesn’t have full 1 year of work exp? Pls help.
