Based on the information on the website, your application would get returned since submitted it without the attestation letter. You will need to reapply once that letter is ready by the province you were planning to study in (https://www.canada.ca/en/immigration-refugees-citizenship/services/study-canada/study-permit/get-documents.html#attestation).I'm in the same situation. I don't know if I'm correct but what I understand is that my application will not be reviewed until after March, the date on which the new requirement will be implemented.

I was also about to submit on the 23rd but stopped when I realized the letter is also needed for graduate college programsI'm in the same situation. Usually when they send an email for update of status, there’s a message waiting for you there, however I have noticed with my previous applications that sometimes it’s a change in that list of stages of your application. you know that list that talks about the different stages such as background check, biometrics, eligibility e.t.c. ? It could have just been a change to one of those so don’t fret too much.
Also I wanted to ask, is the program you applied for graduate? I’d really appreciate if you could let me know.
