I actually don't know. I received the fingerprint request from Vancouver office, but I came to know that everyone gets the finger request from the same office.

Turn around for me was about 23 days. But it's not guaranteed.

Right now the Google sheets tracker measures it as per the test date. But some people say it even depends on when the background check was completed. It is definitely not according to the application submission date.
Anyways, IRCC is a bit unpredictable
Some applications are moving very fast and some others are slower
