Same situation for us. We raised a webform to inform IRCC that they are in Canada and updated their address. They will still be here for another 4-5 weeks, and we have received Pre-arrival letter, so hoping that the PPR email arrives in the next couple of weeks so that virtual landing formalities can be done before they leave Canada. Worst case, if the PPR email doesn't arrive in time or arrives after they leave, then we will submit to VFS when they are back in ther home country.Sorry to ask , so suppose applicant applied from home country and which PR application is in process .they visited Canada.

It said "may be exempt". So it's still up to IRCC if they request a new medical for the applicants/dependents. It's likely up to the agent processing the applicantion.My Question was around what kind of application (In country /Out of country ) we will treat in case parents are visiting multiple trip to Canada while PR application in process . Because this change total medical process hurdle .
Example :
When you got invitation and applied PR application parents was in home country and then you need to select Application is out of Country and which means the special exception which in country applicant have you will not get (read red Text ) which is big relief if your parents gone through medical recently because of any other application (in my case they already gave medical last year because of Super visa ) and my mother medical passed by so many further test and if for PR she need to go again multiple medical test who knows she will pass again or not

We’ve put in place a temporary public policy for immigration medical exams (IMEs) until October 6, 2024.
If you completed an IME within 5 years of submitting your new application, include the IME number (or the unique medical identifier number) from your previous exam in your current application.
You may be exempt from completing another IME if you meet all of these conditions:

- You applied, or are applying, for either permanent residence or temporary residence.
- You already live in Canada.
- You completed your previous IME in the last 5 years.
- Your previous IME indicated a low risk or no risk to public health or public safety.
One the other hand if parents are here while filing PR application medical step will not be needed
