You don't need an invitation to apply for a TRV.

@scylla is right that you do not require an invitation. But, you say you want a "genuine" invitation, "even for a fee". It seems to me that those 2 concepts are wholly inconsistent. To be genuine, it would have to come from someone you know, who really wants you to visit. How genuine can it be if you have to pay someone to invite you?

If it were the case that Canada issued TRVs only to those with genuine invitations, I would say that to engage in the buying and selling of invitations would be a corrupt practice.
