Any significance to this?

So, back on May 24, 2023, tracker showed my wife's eligibility check moved to "in progress". On June 27, background check moved to "completed".

Today (a change since yesterday) eligibility check shows as "completed". That seems good. But, background check has reverted to "in progress". I don't suppose there is any deep meaning to be ascribed to that, but maybe others can tell me if they have seen the same thing and, if so, how long was it before background check was restored to "completed". Of course, if and when it does, then maybe eligibility will then go back to "in progress".

My view on the background check / eligibility is that the only way to make sense of them is to think of them as flags (bits, counters, switches) that only have two settings (one might have another, not started? can't recall). And it seems that changes set the counter to the other setting, like a light switch.

And therefore it is the change that means something has happened - someone looked at it, made some type of decision, hit the switch. Then it goes to the next step.

Or getting way ahead of my skis, it might look something like the line officer handling the file looked at your eligibility check, hit the switch for completed, and now the file went to eg their boss for review of those decisions. (It may not be to boss but to some other agency, dept, or functional dept for review/decision).

So basically rack it up to 'movement is good.' I'd pay attention to the decision made field if that is there, which could be soon or it could be september (I imagine a literal tonne of student files during august plus vacations in many countries) ... or it could be later. But from what I recall of your timing etc, sept-oct-nov would be a pretty normal timeframe.

When 'eligibility' is marked as completed, you can consider it as a huge milestone. Background should be done fairly soon.

Take a look at the ECAS status and gckey. There may be some additional clues.
But I agree with @armoured, this is definitely a step forward

I am not at all familiar with ECAS. No idea how to access that. I thought that maybe related to paper applications. But there's lots I don't know about this stuff.

GCKey (which we can access easily again today, since the IRCC has temporarily backed off making one sign up and pay for a 2-factor authentication service) says:

Latest update:
Review of medical results - March 11, 2023:You passed the medical exam.

That does indeed seem to be the latest update on GCKey. It shows (as it has for months) both eligibility and background being in progress. I'll take it for now that tracker is more current. Tracker mentions dates when some things changed, such as telling us eligibility moved to in progress back on May 24 and background was completed on June 27 (although today they took that one back).

But, you are right that it pays to look at whatever sources one can access, since you never know where clues might turn up.

ECAS is pretty simple to access https://services3.cic.gc.ca/ecas/security.do
You need only UCI of the sponsor or PA and some personal info. It works for online applications.
Some report seeing "Decision made" status in ECAS before gckey or PR tracker.

Seems simple enough, but I kept getting back a message about no record can be found and maybe I am supplying wrong information. I tried with UCI number, application number, but still no luck.

I once had date format mismatch for birthday... or once I entered my UCI but name and personal data of PA by mistake... but other than that can't image what can be wrong since it's literally 4 fields... Anyway, it probably won't yield much of information that you won't be getting very soon via other trackers..

Thanks for those thoughts. I tried to guard against making those various errors that could occur in filling out the fields. As you say, there is not much to fill in, so the opportunity for error is not great. Maybe I am just better than most at making a hash of things.

It's more movement. It sounds to me like both kicked to next layer up (some boss), likely with a recommendation. Don't see a reason to worry. Both can switch again along with decision made.

I don't think I'm that much of an optimist, either, it's just a not-uncommon pattern.
