Applicants with all 4 parameters (medicals, biometrics, eligibility and background verification) complete often have COPR number generated. Mine hasn't.

Also, my GCkey still has "We are processing your background check". No changes in the final decision too. This is quite unusual tho.

I guess, it all depends on how soon you get all completed and then you'll have to wait for the portal email. Should be 1-3 months.

All complete with no COPR details and No Final Decision is a common issue now. Mostly those with AORs from early April to early May are experiencing this.

Despite the lack of movement they continue to send more files to RROC
RROC has PACE groups that do their part in NOC specific assessments, localization support, etc.

Before PR tracker, an application with all completed used to sit in a queue for long time due to NOC, language, etc - just that we never saw it in those cases(as there was no PR tracker). We've seen GCMS notes where this was the case(all completed, no PPR/RFV/portal). What we don't know is "why", could it be that the final approval takes time at RROC due to resource issues for localization/NOC, etc or simply there's a queue of approvals to ensure VOs aren't overflowing with approval requests.

If you look at the confirmation bias in this forum, practically every VO has been called slow (Montreal, Sidney, CPC-Ottawa, etc). When in reality all of those have been proven to be fast and slow at the same time.

Think about it, IRCC Delhi has a KPI of 27 PR applications/week per contractor iirc, it would make less sense to send someone an approval email and hog their passport at IRCC Delhi for months while they wait processing.

Again, all of these are just theories and are completely baseless as long as we don't hear it from an immigration lawyer or IRCC itself. Otoh, from the lawyers that I spoke to have been very shy of discussing this as they understand that IRCC at the end is going to stick to their SLAs and it should be acceptable.

If there's a passport hogging issue, how come other VOs are finalizing and sending out PPRs? I have checked past threads of applicants who had their files at RROC as far back as 2021 and I can tell you this is a RROC problem.

I am still trying to phone IRCC on this and actually confirm if that is my VO, as I have all the parameters completed with no show.

I completely understand the fact that we can now SEE the gap between all complete and RFV is part of the reason and I agree that I've seen even Etobicoke people complaining when their file goes over 45 days.

But when all the data available says that RROC hasn't touched an application since mid May, the speculation is warranted. Especially seeing as this is a virtual office.

So the RROC complaints you see in 2021 has more to do with COVID as RROC only has one PACE group active at that time. All other resource centres were shut down and RROC was in each and every GCMS notes. There are many users on this forum who got their PPRs in 24 hours after being sent to RROC this year too.

Helpful to know that other VOs likely don't have NOC specific, localisation resources, etc. When I talked about passport hogging theory, that was more about the queue at your final VO that stamps your passport. RROC doesn't stamp passports.

This is such a badly coded app though. Why throw so much data at a UI that you aren't even going to display? :D
