Visitor Visa Refusal for me + my wife

Hi,
I applied for visitor visa in Mar'23 for me and my wife to visit my brother and sister in law in canada. Our application got rejected today on following grounds:

I am not satisfied that you will leave Canada at the end of your stay as required by paragraph 179(b) of the IRPR (https://laws-lois.justice.gc.ca/eng/regulations/SOR-2002-227/ section-179.html). I am refusing your application because you have not established that you will leave Canada, based on the following factors:

• Your assets and financial situation are insufficient to support the stated purpose of travel for yourself (and any accompanying family member(s), if applicable).

• The purpose of your visit to Canada is not consistent with a temporary stay given the details you have provided in your application.

We have shown funds of ~18000 CAD in combination of joint account + FD.
+ we both (my wife and I)have well paid jobs in India details of which were also attached
+ attached invitation letter with P{Rs from my brother + his wife wherein its clearly stated that we'll be staying with them and all expenses will also be covered by them except the flights that we'll book ourselves.

I can't understand the reason and what needs to be done to correct this.
Please suggest what to do in this situation and next steps.

How much in cash? IRCC doesn’t like FD. How long was visit? Having your brother say all expenses except flights will be covered is a red flag that you cannot afford a trip.

Cash was ~13000 CAD

Visit planned was for 4 weeks.

The letter of invitation from him (with his passport + PR) clarifies that they are inviting us to stay with them at their home for 4 weeks (This was to specifically state that we'll be living them to spend some time with family)
Specifically stating that food and stay cost would be covered by them at their home, and we'll cover all other costs for the trip including return flights.

Order GCMS notes to understand full reasons especially for the second bullet. It could mean lack of ties, travel history etc.

A 4 week visit and cash savings of $13k is not a lot once you pay for airfare/insurance. You are using your savings for a trip to Canada. Hope letter didn’t say living with them because then that is long term. As said before, when letter indicates that all expenses other than airfare will be covered by brother then that is a red flag.

If you want to reapply, then increase funds and state only a 2 week visit. If refused again, then you apply without your spouse to show ties to return.

Couple of queries on your suggestions :
a.) How do I justify changing the plan to 2 week visit when my initial (rejected) application said 4 weeks. Won't that look inconsistent with initial request ?
b.) How much funds would be good enough for a 2 week stay ? Also, would attaching my mutual fund portfolio, any other illiquid assets (like property) add to prove my ties to home country for proof of return ?

GCMS notes can take up to 3 months. You don’t know reasons for refusal for the second point.
1. It is but if you can show the funds then it can be justified. Invitation letter can just state that he wants to see hi brother with a planned itinerary.
2. $13k may be enough. Mutual funds and property are not liquid assets. Ties to return are spouse, children, job, investment properties etc.

What other ties have you shown? Things like owning a home and having a mortgage would provide ties to your home country. Even if you are staying with family, IRCC likes to see that you can afford travels because there are examples of family disputes where alternate accommodations are required. 4 weeks is a long time for a vacation. Do you have a history of international travel to places like US, UK, Australia, etc.? Have you or your wife ever applied to study or work abroad? Immigrate? When did your family move to Canada? How did they immigrate? Who else in your family lives abroad and where? Do your parents have a TRV or PR in Canada? Do you have other siblings living in India?
