I understand. But the IRCC can still assess and comment whether or not I had fulfilled the requirements for the deemed rehabilitation based on the very old conviction alone.
2017 is a long time ago. They want to know that you were still compliant in the last 5 years. They will want an up-to-date PCC.

No, they can't. Deemed rehabilitation in based on your full history up to the present. That's why they've asked for these documents, including the new PCC.

1. Your flogging a dead horse, CIC is not going to make any comment whether you are rehabilitated or not until they receive the requested documents.

That's not how IRCC assess admissibility. They look at your full history to present.

I can't apply for the Police Certificate before the deadline (i.e. 29/07/2022). The reason is that there are a very large number of applicants who apply for the Police Certificate. I can apply since 12/08/2022.

How should I do? Should I suggest the IRCC to review the Police Certificate which was issued in 2016 first?

No. They won't consider the 2016 PCC. You need to request an extension to submit the PCC and let IRCC know you need more time to submit the PCC to them due to long processing times.

I have submitted the Police Certificate and Court Record on 26/07/2022. Nearly one month already now. But there is no further response from the IRCC.
However, when I applied for ETA in 2017, the visa outcome is finalised after 5 days after the submission of the Police Certificate and Court Record. Of course, the ETA is refused.
I don’t know why the IRCC was very slow this time. Can you tell me why?
Moreover, if I use my current Police Certificate to apply for Australia ETA, will I have the same problem? That is, VERY SLOW?

I applied for an ETA 2021 Feb. which was under review until Feb 2022 and i was instructed to apply for a rehabilitation application. ive submitted it and five months have gone by.

Hi, did they refuse your application but asked you to apply for rehabilitation or did they simply put a hold on your application and instructed you to apply for rehabilitation application and will process your file once the results of the rehab application are through? Or will you be applying for a new ETA?

I have a friend who has spent conviction for 1 year already but does not qualify for rehab application as it's not been 5 years yet. Should wait and apply for rehab application or just apply for the work permit as it is a spent conviction?
