Super visa for parents

Hi all , my parents are here in Canada on a visitor visa right now , can I convert their visitor visa to super visa while they are in Canada or do I have to wait for them to go back to their home country and then apply for super visa

They cannot convert to a supervisa. They have to apply outside of Canada.
