sorry i didn't get it im not a family member.So with a 15 year old with no special needs, IRCC probably sees this as you (your family) attempting to get you permentent residency outside of normal channels. I’d suspect that an appeal will fail.
I am guessing that the file has been under review for several years when a caregiver was needed.Why would a 15 year old healthy teenage boy need a caregiver. Something is fishy here .

You were refused because the family doesn’t need nor can justify a full time care giver for a 15 year old. The child will be in school most of the day, and can be at home alone after school. The child can get up on his own and get to school (most kids do that now), have a part time job and will start driving soon too. parents can check up on the child without the need for a caregiver. Do the parents both work night shifts, at the same time, so the child is alone every night on his own? That would be the only way if no parents were home at night. And even then given the possible length of the appeal could be graduating high school by then.
