AIP confirms you meet the eligibility requirements to apply for Permanent Residency under the spouse/common law class. But refers to the fact that a final decision won't be made until you meet the background, medical & security checks.

No one can tell you, I already know a couple of people from April with COPR. Depends how long your background check takes, could be weeks, could be months. Waiting is the worst part.
