This thought is something that keeps me up at night. It's been a dream of mine for a really long time to settle permanently in canada and I am planning on migrating to the country via the express entry route in 2027 or 2028.

How likely is it that the Canadian government might tighten restrictions on immigration by then? Will the CRS cut off be higher then?

No one can tell you. Governments change and programs like Express Entry may change. There will be immigration programs but they may be revamped and look different (eg. targeting specific NOCs) too. So be highly educated and skilled. Assume you have visited Canada.

Thank you for your reply. One last thing, do you think by 2027, the minimum CRS cut off might go down to the pre-pandemic levels (450 range)? Right now the cut offs are relatively high because of the backlogs. I hope the backlogs clear up by the time I apply. I am a software engineer by the way.

Highly doubt it. Pre-pandemic levels (2019) were 465-470. You can verify on IRCC's website.

Take a look at the unofficial CRS cap for outland applicants:

- Single
- Younger than 30
- Has a master's degree
- Topped IELTS
- 3 years of work experience

and you get 481. This isn't very difficult to do given enough time to get the work experience. If you're that serious about moving to Canada, I'd start looking at master's degree options in Canada and/or start studying French. Majority of candidates (today) don't bother going through the hassle of getting a Canadian master's or learning French, so you would stand out.

As per the Canadian government's official website, the minimum cut off for virtually every year before 2020 was around 449-453. Granted, the cut off usually plummets this low in the months of January and February.

Btw, thank you for your prompt response. I was also wondering if you could tell me whether I will almost definitely get an invite to apply if I have a crs score of 460+ in 2027? Do you think the cut offs will only increase as years go by?

Definitely, as they already have. I suggest you open up an Excel sheet, plot the cutoffs and you'll see. But I believe 481 will hold as not many people will care to learn French and/or get a Canadian master's.

Nobody can tell you but 460+ is quite risky already and hoping that it gets less risky in 5 years doesn't look like a good idea to me. Your formula is actually simple:

A. You have enough funds: Don't bother with French, go get a Canadian master's. Not only does it improve your chances in job hunt, but also boosts your CRS to the point you're guaranteed to get an ITA.

B. You don't have enough funds: French is your only real chance. If you don't already have a foreign master's with 3 years of experience and topped up IELTS, do that first. Then learn French, it can be cheap or even free.

However, a good portion of Canadians are actually not too happy with the current level of immigration so I'd say there's a good chance the levels will be reduced in the coming years. That's another incentive why you should learn French and/or get a Canadian master's.

I do have the funds to study in canada but the problem is that I already have a master's degree in computer science (I am a software engineer) from a very prestigious UK University. I don't think spending substantial amount of money on another master's is gonna be worth it for me.

If I apply for PR by age 30, i will have about 482 crs points. At 31, around 477. I am confident that I'll ace the IELTS. I already took one for my uk admissions and got 8 overall. That was academic module and for immigration purposes, general module will suffice,which I heard is relatively easy.

I would like to get some more work experience in software engineering in the UK. I am given to understand that prior work experience in a western country will go a long way towards landing good jobs in canada. Also, there are some other person affairs that I have to take care of before I immigrate to Canada. So, I reckon I'll finally be able to apply by 2027(i will turn 30 in November of that year).

I hope Canada's immigration policies and the public's views on it don't radically change by then.

Experience in Canada beats experience in the UK (in Canadian employers' foolish opinion). Your experience in the UK will surely give you a good start but moving to Canada sooner and starting to work in Canada sooner would be the better plan in my opinion.

Only one year of experience in software development. I also have two years of work experience as a data analyst.
