Received Refusal but already requested a withdrawal

Hello,

I applied for SP third time on 2nd March 2022 from Pakistan through SDS without medical, I attached a note that I'll be providing medical on 14 March 2022 along with appointment details. However, due to family issues, I couldn't travel for medical and requested withdrawal for the application on 4th March 2022 but I received a refusal today. Content of refusal is attached below. I already requested notes today shall I also webform IRCC and inform them that I requested a withdrawal for this application?

Kindly help me what should I do?

Thank you for your interest in studying in Canada. After careful review of your study permit application and supporting documentation, I have determined that your application does not meet the requirements of the Immigration and Refugee Protection Act (IRPA) and Immigration and Refugee Protection Regulations (IRPR). I am refusing your application on the following grounds:

• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on your family ties in Canada and in your country of residence.
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the purpose of your visit.
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on your current employment situation.

You are welcome to reapply if you feel that you can respond to these concerns and can demonstrate that your situation meets the requirements. All new applications must be accompanied by a new processing fee.

Your application was already under process so it could not be withdrawn. Since a decision has been made and sent to you, there's no need to send any more webforms about the withdrawal.

Thank you so much for your reply.. I'm waiting for my notes. Do you have any idea until when we can request reconsideration through webform?

Reconsideration is not a formal process.

However if you want to try to ask for reconsideration, you should do it as soon as possible after receiving the refusal. Don't wait until after you've received your GCMS notes.

How are you eligible for reconsideration? You reapply.
I explained everything in my SOP and LOE along with supporting documents.
for home ties, I provided home and 20 acres farmland documents along with valuation reports of almost CAD 250K. Also added family registration certificate.
for purpose of my visit, I'm BSc in accounting and going for PGD in accounting at York University. I paid one year tuition fee and 10K GIC and also showed almost CAD 70K in bank balance.
For employment, I provided employer letter, three months salary slip, Tax filled and bank statement.

I think these objects are not justified.
