I'm assuming you mean French people from France coming to Quebec?
I can only assume because they think they are coming France but in North America.. and when they get here they discover a very different culture and a slow and outdated public service..
Plus although Quebec is a large province with about 7million people, it only has a handful of cities you could live in, same with most of Canada.. Unlike the EU and France where there are many many places to go and see.
