Time taken

I applied for immigration from India, somewhere in June 2004 and AOR was issued in Oct 2004. The procedure time mentioned for the whole process was 33 months, before an interview or waiver would be issued. Can anyone tell me if the same time frame exists, or has it been prolonged/shortened?
The answer will be appreciated.
