REFERENCE LETTER FROM THE COMPANY

I have worked in a company for 7 years. 6 years in India and 1 year in Canada. There is a team that issues letter in the company. They asked to get roles and duties reviewed and approved by HR and my Manager. I got their approvals then the team issued the letter on company letter head BUT at the end of the letter they have mentioned "This is issued on employee request and cannot be considered as detailed experience letter". I asked them why did they write that to which they reply that as per company policy official standard reference letter can be issued only to those employee who has completed 2 years in Canada and since you are yet to hence it is written and cannot be removed. What should I do now?
