Can Mexicans get a work permit at the POE if They travel by air with a Eta and have the LMIA, contract, and a job offer letter?

The company I work for is bringing a few temporary workers from Mexico and a few of them got the Eta (new one issued on April of this year)and We want to fly them as soon as possible
