Don't worry too much about PAL, it's basically a useless part of the application process. Some applicants receive them and some don't. So, it's not a reliable indication if you will be approved or not.

Visa and permit are two different things. Visa allows you entry to Canada and permit (study, work, visitor, etc) allows you to stay for more than six months. You can have an expired visa but still eligible to stay if permit is still valid. Which one are you referring to?
