I did it in Peach Arch, Vancouver, and went in the evening time. No queue. After flagpole (took around 30 minutes end to end to walk & all), they gave me an appointment for two days later, went at the scheduled time & got the permit in around half an hour.

Not really, that border is always open. If they are unable to process your work permit application at the same time, they give an appointment to come at a scheduled time.
