Does student work experience gained INSIDE CANADA while studying IN Canada count for the minimum requirements of federal skilled worker program?

Does anybody know if the student work experience mentioned in this article is differentiating between"in canada" and "outside canada" work experience?

from what I am understanding, both Canadian work experience while studying and foreign work experience while studying is counted for minimum requirement. But only foreign work while studying is taken for CRS score.
Is my understanding correct ?
