No, they will have the opportunity to declare them when they file their Canadian tax return next April. They can bring the money in cash, telegraphic transfer or cryto currencies. Btw, how did you bring money when you first arrive in Canada?
Unless you are a PR or Canadian citizen, you can't really retire there. Btw, why would want to retire there anyways? Why not retire in places like Point Roberts?
What happens if you get a brief validity PR card and it expires before your graduation? Why don't pursue your education in Canada? You might have better prospect in getting a job with a Canadian degree than a foreign one.
